Thousands of these signs exist to tell you that your tax dollars are being well spent.  Thousands of them.  Of course, no such signage for the $2 million study of ants, the $70,000 for cocaine "research," nor the $750,000 choreography study....and on and on and on and on and on and on and on and on.......
